About tuning and nitro

Let me ask how i can use nitro and tuning my car,because when i click F1 and click upgrades there aren't any upgrades.

Select the upgrade you want and click "Add".

Well for example if you want to get nitro, select "1008,1009 or 1010".

but there is nothing :@ Just Upgrades Installed


and not more .. don't have 1008,1009 or anything else

Mesa,but my friend also have mesa and have nitro.

Every time when i connect i'm trying.This is maybe 10 times .

Btw.My friend told me that you have been given to him that option to tuning and to use nitro.And he also gives that option to his friend.
